Works projects: requests for information
Find out whether your project will have an impact on energy distribution or public lighting structures.
This procedure is especially suitable for assessing the positioning of SMEG networks and the precautions required as a result of their presence in the vicinity of your study area, based on your project. SMEG's response to a request for information will concern the following networks:
• 63,000 volt high-voltage public distribution networks.
• 20,000 volt high-voltage public electricity distribution networks.
• Low-voltage public electricity distribution networks.
• Public lighting electricity networks.
• Low and medium pressure public gas distribution networks.
• Urban heating and cooling public distribution networks.
• Gas networks operated by GrDf and GRTGaz transiting through the Principality of Monaco.

Earthworks
Notice of Intended Works
You intend to carry out earthworks on public or private land.
In accordance with Ministerial Decree 66-009 of 4 January 1966 and Ministerial Decree 74-292 of 14 June 1974, this is a mandatory requirement to ensure that the workers are aware of the networks' positioning and the precautions required as a result of their presence in the vicinity of your work area.
This procedure must be completed at least 10 clear days before the date scheduled for commencement of the works (not including holidays).
SMEG's response to a request for information will concern the following networks:
• 63,000 volt high-voltage public distribution networks.
• 20,000 volt high-voltage public electricity distribution networks.
• Low-voltage public electricity distribution networks.
• Public lighting electricity networks.
• Low and medium pressure public gas distribution networks.
• Urban heating and cooling public distribution networks.
• Gas networks operated by GrDf and GRTGaz transiting through the Principality of Monaco.

To help us respond as effectively as possible to your request, we advise you to provide the most comprehensive information possible. This exchange will help you incorporate our recommendations as soon as possible to optimise your study and avoid exposing your project to unforeseen events during the execution phase, which may then require additional work or changes to the operation. This request for information must be supplemented by a Declaration of Intent to Carry Out Works before works begin.
Please note: Without a prior request for information, it may be too late to optimally anticipate any difficulties related to the networks operated by SMEG. This may result in an urgent need to modify the planned operating method or the planned project, or to carry out work in addition to the client's plans.This is why SMEG encourages the client or project manager to submit a request for information prior to the study phase of their projects.

Connections
You want an energy connection for a new or renovated building.
Prior authorisation for supply.
This procedure is required when a project owner plans to build or renovate a property.
The goal of this procedure, which applies to electricity, gas, and heating and cooling networks (UHC), is to enable the project owner and the project manager to:
• Confirm the feasibility of the energy supply for their project.
• Reserve energy supply capacity for their project as early as possible.
• Find out about the energy supply arrangements for their project (high-voltage electricity, low-voltage electricity, gas, UHC).
• Facilitate the process for obtaining planning permission demonstrating that the project, as envisaged, can be supplied with energy.
This procedure also enables SMEG to take the project owner's project into account, and take it into consideration in the event other property or road projects arise in the vicinity of the project site.

The request for prior authorisation for the supply to a property development must include the following documents:
• Position of the property development in relation to adjacent roads and indication of access roads and supply pipe routes.
• Definition, where applicable, of the technical rooms used by the energy distributor (MV/LV substations, metering rooms, heat exchanger rooms, etc.) and/or the proposed network connection points.
• Detailed power assessment for the property development.
• Definition of any routes for the public distribution networks in the private area of the development.
• Definition of any routes for the pipes and columns in the buildings that will be operated by SMEG.

Of course, the complexity of a property operation and the choices for its supply may require prior discussions before a project is submitted for approval. SMEG therefore encourages designers to make contact as early as possible in the study phase in order to schedule a meeting to consider the solutions or alternatives to be chosen by the client or project manager.

Private MV/LV substations
You are planning to build or renovate a private MV/LV substation.
For new developments, the power assessment for your project will determine the need to build a private MV/LV substation (see also the "connections" tab: Request for prior authorisation to supply a property development).
Transformer substations, like all SMEG works and interventions, are subject to the UTE standards and regulations in force, with the sole aim of ensuring the safety and correct operation of the installations. For the same reasons, this equipment must also comply with the constraints associated with the public distribution electricity systems to which it will be connected. According to standard NF C 13100, prior to any installation, SMEG's approval must be sought for the planned arrangements, both in terms of the choice of equipment and its location. Any changes to the initial arrangements must also be submitted to SMEG.
SMEG therefore urges project owners to include this mandatory procedure in the design phase of their projects.

The application for prior approval must include the following documents:
• Position of substation in relation to adjoining roads and indication of access roads and supply line routes.
• Diagram of substation connections and earthing circuits.
• Nomenclature of electrical equipment and its characteristics.
• Plans of the substation room, indicating the location of the electrical equipment, including that of the metering board.
• Connection diagram for any other sources of electrical energy in the installation.
• Arrangements for reducing reactive energy.
• Arrangements for the metering board.

The operation of a private delivery or transformer substation is subject to SMEG receiving a request for operation from the owner integrating the constraints imposed on the various operators. This request (for which SMEG will propose a standard form) must enable SMEG to check that the consumer has made sure, with the assistance of an inspection body, that the delivery or transformer substation has been completed and handed over without reservation, and that it complies with the rules of the trade and the regulations in force, in particular UTE standards and safety regulations.
